Background: Urdu as a Requirement

In the past, knowing Urdu was necessary for anyone who wanted to apply for the Naib Tehsildar post. This was because Urdu is used in many official documents and records in J&K, especially in land-related matters. But now, people are asking whether this rule will continue in the upcoming recruitment. Actually, after the abrogation of Artcile-370 and Reqorganization of J&K, there is Big Change in the Recruitment Rules of various government departments. Like wise there is a Change in the Official Language of UT of Change. Earlier only Urdu and English were the Offiical Language of J&K, later it was amended and now we have 5 Official Languages in J&K ie Urdu, English, Kashmiri, Dogri, Hindi.

This clearly singnals, that Urdu has lost monoply, it was holding as Language to be used in Official works and more recently we have seen that Land Records in J&K, are presented in English only.

Conflicting Information: Government’s Unclear Position

A November, 2022 article in Daily Excelsior, titled “Urdu No More Mandatory for Naib Tehsildars’ Exam”, claims that knowing Urdu is no longer necessary for the Naib Tehsildar job. The article suggests that the government might want to make it easier for more people to apply by removing this condition. If this is true, it would be a big change from the past.

However, a Right to Information (RTI) reply received by our Team says something different. The RTI reply clearly states that knowing Urdu is still compulsory for the Naib Tehsildar job. This difference between the article and the RTI reply shows that the government has not clearly communicated its decision.

What Happens If Urdu Is or Is Not Required

If Urdu Is Required:

  1. Fewer Applicants: People who do not know Urdu will not be able to apply, which reduces the number of candidates.especially those belonging to Jammu Division.
  2. Keeping Old Practices: Keeping Urdu as a requirement will continue the old ways of doing administrative work, as many official records are in Urdu.
  3. Extra Effort for Some Aspirants: If you are from Jammu region, then you need to put some extra efforts to learn Urdu, but it is quite possible, if you have at least Six months in hand.

If Urdu Is Not Required:

  1. More Applicants: Removing the Urdu condition will allow more people to apply, making the competition tougher. It is estimated, that If Urdu is removed more than 1.5 lakh candidates will be apply for JKSSB Naib Tehsildar Exam 2025
  2. Challenges with Records: Candidates who do not know Urdu may find it hard to handle official documents written in Urdu. However, it is very likely that Records may be shifted to English in near time.
  3. Updating the System: This change could make the recruitment process more modern and open to everyone.

Government’s Role in Clearing Confusion

The government’s silence on this matter has caused a lot of worry and doubt among aspirants. It is important for the government to:

  • Clearly announce whether knowing Urdu is compulsory or not.
